The third largest city in the province, the city of Laval is actively working on promoting new technologies. In the late 1980s, It banked on the growth of the life sciences. The creation of the Science and High Technology Park, the creation of the Biotech City and the partnership with IRNS/Armand Frappier are some concrete examples of city's involvement.

Since 2001, when the province of Quebec announced the development of Biotech City (of Greater Montreal), the city of Laval has gradually increased its investment to maintain its leading role in Life Sciences, in the Province.

Biotech City is a model for inter-university collaborations, scientific and business endeavours, and an ecosystem for discovery. The city of Biotech brings together more than 100 biopharmaceutical companies and 11 research institutes, all dedicated to science and high technology.
Born from a partnership between the city of Laval and INRS, the city of Biotech places discovery and commercialization at the heart of its development strategy. On the one hand, it encourages collaboration between key players in the life sciences industry. On the other hand, it helps establish headquarters or regional satellites for large pharmaceutical companies, such as Roche Diagnostics, Servier, Sanofi, Bausch Health and GSK (among others).
